The owner of the building is required to post the sign "Notice regarding closed doors and fires. The department shall require owners of multiple dwellings to post a notice in conspicuous locations indicating that those escaping a fire should close all doors behind them.

A LOCAL LAW

To amend the administrative code of the city of New York, in relation to requiring notice to

close doors when escaping a fire  Be it enacted by the Council as follows:

Section 1. Chapter 1 of title 15 of the administrative code of the city of New York is amended by adding a new section 15-135 to read as follows:

§ 15-135 Notice regarding closed doors and fires. The department shall require owners of multiple dwellings to post a notice in conspicuous locations indicating that those escaping a fire should close all doors behind them.

§ 2. This local law takes effect 120 days after it becomes law, except that the commissioner of fire may take such measures as are necessary for the implementation of this local law, including the promulgation of rules, before such date.

• The regulations also require owners to post a new notice required by Local Law 115 of 2018 by October 7, 2018. This new notice must be posted in “conspicuous locations” in every residential building, instructing residents to close all doors behind them when escaping a fire.

• The new Fire and Emergency Preparedness (FEP) Guide replaces the previous Fire Safety Guide, now covering additional topics, such as terrorist, active shooter and weather emergencies. Building owners must distribute the guide to all building residents, along with the building information notice above, by April 30, 2019, and every third year after that.

• Beginning in October 2019 or January 2020, owners will also need to distribute a new annual publication called the FEP Bulletin, which supplements the FEP Guide.
