If a mailbox is located in the vestibule, the frame should be posted at or near the mailbox. If there is no mailbox, the property owner must choose another accessible and suitable location within the vestibule or main entrance of the building. The law emphasizes accessibility so that the certificate is not hidden or placed out of reach.
